One of the closest things (in terms of features) you'll find to Photoshop for free, the Gimp is a reasonable paint package worth checking out if you're looking for a graphics tool for textures, etc.

If you're an Apple Mac user and after a free image editor, the Chocoflop may be what you're after. Also supports HDR as well... Not bad for free (or paid if you want to support the project)

If you don't want to download and install image editors, then Pixlr is an ONLINE web-based version of something like Photoshop. Pretty clever stuff for the web, and worth a look even if you don't plan on using it...
